I am starting to see these at times.
What do they mean? - My pf is not overworked and I have added 
sufficient table entries:

set optimization aggressive
set state-policy if-bound
set timeout tcp.established 600
set timeout tcp.opening 30
set skip on lo0
set block-policy drop
set require-order yes

set limit { states 20000, frags 10000, src-nodes 20000 }
