You don't need to be a programmer to help with developing FreeBSD.
But, instead of repeating what is already written, I'll point you to a
couple of places:
o The Handbook already has a section that explains some of the ways
you can contribute back to FreeBSD.
o There is always the ``Contributing to FreeBSD'' article, which you
can find online at the web site of FreeBSD:
http://www.FreeBSD.org/doc/en_US.ISO8859-1/articles/contributing/
