Why would you download an out of date patch? The latest driver version
is 6.1.13 and patches for 2.4.2-2rh are only available for this version.

You should be using this patch:

http://people.FreeBSD.org/~gibbs/linux/linux-aic7xxx-6.1.13-2.4.2-2rh.patch.gz

Timeouts do not necessarily imply a defect in the SCSI driver. The
sense information in your original post is not caused by a driver
defect either. So, updating the driver may not be the panacea
you were looking for.

This has to do with selection timeouts (how long to wait for a device
to talk back on the bus before assuming no device resides at a given
device address). This is different than command timeouts (how long to
wait for a device to respond to a command you have transferred to it).
I would not expect the seltime setting to have any effect on your
problem.
