I've just gotten both confirmation that the first 3 deltas of the 113
piece delta are arriving in mailboxes, and that the entire delta has been
applied by someone, and it went in ok.

Because of that, I've turned ctm back on.  Sorry it took so long, two
strange tool problems (I think someone changed something on me
quietly) coming at the same time as David O'Brien's huge GNU tools
commit.  Any one of 3 problems would have killed it.

All fixed now, of course.  Let me know of any problems, but if you lose
delta pieces, you're going to have to download this mutha!  Least, it's
not as big as a xEmpty delta.
