After a bit of investigation, I've discovered that downloads work if I specify
  1. my home directory
  2. ~/downloads

But fails with:
  1. /tmp
  2. /tmp/just-created-directory

The permissions (and group) of /tmp/just-created-directory match ~/downloads.

Very puzzling.
