That file is a symbolic link in "/usr/include" pointing to "sys/linker_set.h". You don't have it -- probably because the "make includes" step didn't get run. Just use "make buildworld" or "make world" in "/usr/src", and it should work fine. Typing "make depend" in isolation isn't supported because it can cause this kind of problem.
