After the "poudriere bulk" completed, I re-ran it (without changing the
ports tree or the underlying system); that effort is now running, having
successfully built devel/tex-web2c.

Given that the observed symptom was "file not found," I suspect that
it's at least plausible that there's some form of race condition.
