Okay, so to summarize:
1) it was correct to add the fix to the port makefile
2) Uses/iconv.mk doesn't have to be updated
3) I'll test moving the -L flag into LIBS, and if it still builds fine
I'll make the change (I don't think it makes much difference in this
case, but it seems to be preferred).
