There is project as completed "GEM, KMS, and DRI Support for Intel Drivers" in page : http://www.freebsdfoundation.org/projects This means that FreeBSD Foundation has expertise about such projects . You may prepare a specification for you needs and submit to FreeBSD Foundation for a possible cost estimation ( if they prepare , I do not know ) with a possible support by you about costs to develop software parts for your needs .
