Whether or not HAL is present doesn't seem to affect it. Maybe ACPI related. I haven't seen the problem at all (ever, that I can recall), but haven't been testing on battery. Still using xf86-video-ati-6.13.2 on this one, but the new 6.14.0 might make a difference.
