This will make FreeBSD look for shared libraries in that directory too so that it can find the newly built version of libc.so which the 4.x version of config needs. (Oh, and if you are new to both FreeBSD and Unix I wouldn't recommend trying to do the update from 3.4 to 4.0 with source. There are a few things (like this one) that can go wrong.)
