When you run X with all the autodetect magic, this file won't need to exist at all, but for "traditional" settings, especially when the autodetection does not work as intended, you can have X use this file and put all your "global X settings" in there. In many cases, an "incomplete file" will also work (so most of the settings will be autodetected).
