/usr/local/libexec  at least that's where it ended up on both of my
machines. :)

You don't.  Just uncomment 

#pop3 stream  tcp nowait  root /usr/local/libexec/popper   popper

in /etc/inetd.conf and kill -HUP {inetd's pid}
