hmm,  I don't have any 3.1 systems.  It sounds as if 3.1 is pre-PAM.
I know my 3.2-R system has PAM and my 3.0-R system does not.  These
errors sound like you don't have PAM.

You can disable proftpd from trying to use PAM.  See:
  http://hamster.wibble.org/proftpd/proftpdfaq-8.html
for instructions.
