	I'm trying to build irssi with its proxy capability.  From reading the Makefile
	I should be able to do 
		make -DWITH_PROXY=yes

	(or if I'm reading it wrong):
		make -DWITH_PROXY

	either way, it doesn't seem to pass the --with-proxy option to configure.
