I know I have to look at ALTQ but not sure > all this will work. I'm not sure what you mean by "prioritize" but, if you want to simply limit bandwidth use, try dummynet. If you want to distribute excess bandwidth, you'll need ALTQ. Note that managing traffic from 1 to 2, 3, 4 is quite different from managing traffic from 2, 3, 4, to 1 since you can't do much about incoming traffic from a bottleneck.
