I agree. dhcpd would be in the same category as other system daemons which only a relatively few systems run, but nevertheless require; named, most of the ipx/nw, mrouted, amd, bootpd etc etc. I dare say its use would probably be more common that a subset of those. If client DHCP functionality is the tree, then so should the server.
