I'm not sure, but the executable is in /usr/local/libexec, and is:

-r-xr-xr-x 1 bin  bin  45056 Oct 17  1997 popper

it came with the disks (2.2.5) in the Complete FreeBSD by Leahey.
Is this out of date now?
