I've been leaving those xrefs in on the off chance that someone
re-implements those utilties.  In this case it isn't that big
of a deal, since I'm not sure that anyone is ever going to
bother re-implementing those two programs.

There are a quite a few other missing xrefs in the system that 
I've purposely left in because the man page in question really 
should exist, but doesn't at the moment.  That is something to 
keep in mind in the future when removing xrefs.
