Check out http://sunesi.com/nbm/users.html for the HTML, chapter.sgml for the SGML, and users.diff for the diff to the handbook to add in the sgml. It's not my best markup. Where would it best be served? I originally imagined in the 'Getting Started' section, but it quickly became too complex. If in the 'System Administration', we could possibly bundle quotas and maybe also localization in this more generic chapter.
