You are not mistaken. FreeBSD is provided with complete source to the
entire system, including all of the tools necessary to build the system
itself. You can customize it to your needs as you wish, and are under
no legal obligation to contribute your modifications to anyone.
FreeBSD is also free as in "free beer", it can be downloaded from an
internet FTP server at no licensing cost whatsoever. You do have to pay
for some method of transporting the bits onto your computer, either via
the internet or by purchasing a CD-ROM.
