If you go to
http://www.freebsd.org/cgi/cvsweb.cgi/src/UPDATING?only_with_tag=3DRELENG_5=
_3
it just says:

	RCS file: /home/ncvs/src/UPDATING,v

It mostly seems like the UPDATING,v has been slightly corrupted.  I'm
not familiar enough with the RCS file format to verify that.
