Basically, because i think it should go into the base system some day.
However, in its current state it is not really useful for users, just
for people who are willing to improve it, and bring this 1979-vintage
utility up to the nineties.

That's why i've set up a separate CVS tree (so also people who aren't
FreeBSD committers can work there).  The idea is to repository-move
the CVS master files later, so we don't lose the history and vendor
branch.
