I would propose something that could solve that. Right now 'latest' packages are rebuild about once a week. Right now 'quarterly' packages are rebuild about once a quarter. New proposal: Introduce new 'biweekly' target and drop 'quarterly'. Keep just one 'tree' of packages and link both 'latest' and 'quarterly' to = it.
