It's there:

RUN_DEPENDS=    icont:${PORTSDIR}/lang/icon

Are you sure you're running the latest bsd.port.mk (either -current or 
-stable, although this change went in to -stable really recently).
The old bsd.port.mk simply won't know what to do with
RUN_DEPENDS.... :)
