Looks like the same problem as in math/libqalculate, which is still holding back builds of KDE: [Bug 195857] math/libqalculate fails to build under poudriere (missing dependency on gettext tools?) Also the same problem is in net/mediastreamer, audio/easytag, multimedia/audacious, and possibly elsewhere.
