In FAQ one can read:

There are two bandwidth management tools available for FreeBSD.
ALTQ is available for free; Bandwidth Manager from Emerging Technologies
is a commercial product.

Is it right now?
Or "dummynet" and "ipltd" are not "bandwidth management tools"?
