You didn't mention the FreeBSD-RELEASE you use but it seems to be 2.2.x-RELEASE which doesn't negotiate speed. Either, you can use a DOS boot floppy and the 3Com DOS utility to force the card to 100MBit/s, or you can upgrade to 3.x-RELEASE where autonegotiation works pretty good.
