I had an old copy of Xlib.h in /usr/X11R6/include/X11, so XServerInterpretedAddress was undefined. Explicitly installing /usr/ports/x11/xorg-libraries before installing /usr/ports/x11/xorg did the trick. I still can't see why making xorg didn't do that automatically. The makefile looks like it would. Now that I'm past that problem, I'm getting "make: don't know how to make /usr/X11R6/include/X11/Xft/Xft.h. Stop" I'll keep working on this. I probably have an old copy of something else lying around messing this up too.
