The fixing patch

When building net-snmp on FreeBSD 12.0, but with ssl=3Dopenssl the build fa=
il.
This combination is not managed by the Makefile.

This patch fix the build in several cases (I tested almost every combinatio=
n in
my poudriere instance) and I think it's more appropriate:
* remove the hardcoded "/usr/" path for openssl, but using the OPENSSL_BASE
variable
* apply the openssl111 patch only with the combination os version>12 and
ssl=3Dbase
