The userland source lives in various subdirectories of /usr/src - like bin/ for /bin sources, sbin/ for /sbin, usr.bin/ for /usr/bin, lib/ for /usr/lib, contrib/ for programs maintained outside of the tree.. Are you sure you have the *whole* of the source tree, and not just the kernel sources? What method did you use to obtain your source tree?
