Sure they can change it back, but I do not think it's appropriate to impose the burden or the surprise on the people using -current. There are plenty of other ways to 'test' ntpd. The boot time delay is just too much. Alternatively you can consider it this way: I tried it. It took 3 minutes. Test complete, Result == complete failure as a boot time mechanism. I really would like to see this change reverted.
