SETUP.EXE is broken.  Use a boot floppy instead.

I certainly hope drive F is a primary partition and you remembered to
delete it, otherwise you'll need to rebuild your extended partition so the
space occupied by drive F is totally  unallocated.

BTW 2.2.7 is out.
