Sounds like a mailwrapper configuration issue:
man 5 mailer.conf
man 8 mailwrapper

Check you /etc/make.conf for an uncommented 'NO_SENDMAIL=true' line.
If you find it uncommented this is probably the reason it's missing
in your file system.
