It means all i18n apps with runes message catalogs (i.e. ja, ko, zh) expect it in libc too and do not any special check for FreeBSD-only specific libxpg4. Moreover, bad effect is that they are linked normally without libxpg4 but not works as expected, cause lots of complains that i18n not works in FreeBSD at all. -- Andrey A.
