If a python package *only* supports Python 3.x, use USES=python:x.y+
instead, ideally matching what upstream says are the supported versions
as closely as the USES=python syntax allows.
In this case pager supports *both* 2.x and 3.x [1], so a py-pager port
should be created with USES=python.
