In my experience, most inexpensive USB KVMs work by disconnecting the keyboard/mouse from one system and reconnecting them to the other. They rely on the OS's USB hotplug support to do the right thing. On Windows systems this is pretty obvious because you hear the "ba-DUMP" sound effect it makes when it detects a new USB device.
