patch for x11-fm/filerunner to reclaim MAINTAINER

My site was unavailable for 5 days. So I was stripped
of maintainer for all the ports I hosted. This pr(1)
is an attempt to change that. :)

CHANGES
Makefile (PORTVERSION,MAINTAINER,MASTER_SITES)
distinfo
pkg-plist

I've rolled back the version. As the newer versions
bring nothing to the table for anyone but those on
Windows.
I've added a desktop file (filerunner.desktop), a suitable
Icon, and made the bundled version of inotify work for
FreeBSD. Makefile and pkg-plist updated accordingly.

I'll be moving the source to a public VCS where I'll be
pushing my local patches for the next version.
