This problem appears to go away when I do this:

PLIST_SUB+= OLD_PERL="" NEW_PERL="@comment "

#PLIST_SUB+= OLD_PERL="@comment " NEW_PERL=""
PLIST_SUB+= OLD_PERL="" NEW_PERL="@comment "
.endif
Is there any documentation on what the OLD_PERL and NEW_PERL definitions
are intended for?
