portmaster doesn't rebuild consumers unless asked to i.e., PORTREVISION is
bumped. No clue about synth.

IIRC, portmanager (removed) a few years ago tried to differentiate itself f=
rom
portupgrade by rebuilding ports more often.

Ports users are affected. portmaster is still recommended in the Handbook
despite an attempt to deprecate it in ports r407270.

Hopefully, you'll at least wait for exp-run results before landing.
