It has been done this way in the past, and it causes many (many) more problems than it is worth. The idea then was to provide a "default" tcl/tk installation. The unfortunate fact, however, is that it makes any testing of ports using tcl/tk by porters & committers many many times more difficult to do right. -- Outnumbered? Maybe. Outspoken?
