It doesn't even support fragmentation of files or appending to an existing file, AFAIR. So it's not really feasible to add R/W support to the cd9660 driver. For a DVD-RAM, the best thing right now is probably to use a UFS, since we lack support for the native DVD-RAM filesystem specification (I don't remember its name).
