I assume 2.3-DEVEL3 is a prerelease, so it should be called "2.3.d3". The idea is to sort alphabet-numeric combinations before numerics since they usually come before full releases (thus "pre3" -> "p3", "pl3" -> "3", "alpha3" -> "a3", etc.).
