Found the problem, my patch in PR 112203 was incomplete in the
lib-depends target.  It failed to add ${_LDCONFIG_FLAGS} to the case
where it installed the missing library dependancy and then checked
that the library had been installed.

I'll be updating the PR with the new patch.
