Basically, if someone installed FreeBSD 2 years ago, installed the port and then switched to Linux a year later, even though they are still listed in the system, they are not part of the 'current' states, as they are no longer reporting ... That is why the initial install puts it into /usr/local/etc/periodic/monthly, so that it hopefully gets run *at least* at the beginning of each month ... it can be run more often over the month, it will still count as *1* install, but it needs to be run *at least* once a month for a machine to continue to be counted ...
