Is that you're using "8.4" instead of "8.4-RELEASE" as a candidate? I followed info at http://www.freebsd.org/doc/en/books/handbook/updating-upgrading-freebsdupdate.html and have been going 8.3 -> 8.4 fine, but don't have any 8.2 machines so can't comment on that specifically.
