I recently found this list of mirror sites.  It lists the sites by the 
versions they carry.  VERY useful.  A list of SNAP sites is also given as 
is a list of site by country.

And yes, it contains a reference to 2.1.7.1:

The above site is not the one you are using, and it's in Australia, but 
perhaps you will get better performance.
