Isn't that COMPAT_43 that is required for Alpha?

If it's COMPAT_FREEBSD, can you please fix kern_sig.c to require it?

Anyway, if COMPAT_FREEBSD4 is needed, it can go back in without
breaking (yesterday's) "make release".
