I have sendmail using procmail as the local deliver and each user has
this in their .procmailrc file:

  LOGFILE=/u1/logs/$USER.procmail.log
  :0
  $HOME/Maildir/

Is there a way to do that globally for all users so that they don't
each need their own .procmailrc file?
