You probably overlooked devel/tmake dependencies.

devel/doxygen:
[...]
BUILD_DEPENDS=	tmake:${PORTSDIR}/devel/tmake
LIB_DEPENDS=	png:${PORTSDIR}/graphics/png
[...]

devel/tmake:
[...]
USE_PERL5=	yes
USE_QT_VER=	3
[...]
